is Clinton's people are concerned about countering the aggressiveness of the Obama people as seen in the previous caucuses.

The instruction is aimed at people whose precinct has no predetermined precinct chair. In those precincts the first person to request the "packet" from the election judge is the temporary chair. If Obama supporters outnumber Clinton supporters in a precinct, they will vote an Obama supporter as permanent chair. If, as is highly unlikely, a temporary chair tried to steal that election, the election judge would step in.
